This article explores the future impact of an African renaissance with a specific emphasis on information ethics to address the needs of the emerging virtual realm. The four main focus areas include the technologi-cal challenges to deploy ICT infrastructure to enable the delivery of information to the people and to allow for new means of communication. The second focus considers the economic obstacles that need to be consi-dered in the quest to empower average citizens to exercise their right to access (...) information. The third focus addresses the linguistic and cultural realities that hinder the adoption of some ICTs. Francis Robin Houssemayne Du Boulay, historian of England and Germany in the later Middle Ages, is remembered with admiration and affection by his colleagues as a fine scholar, and as a witty, charitable, and sometimes mercurial companion. Many professors of history and writers in Britain and the USA can testify to Boulay's inspiring gifts as a teacher. His unique historical vision, which is most powerfully communicated in his books on England in the later middle ages and Piers Plowman, offers his (...) readers a richly documented understanding of the lives and mentalities of medieval people, informed by sympathy and a deep charity. The chief aim of this paper is not to elucidate this question from an historical point of view, but to compare the teachings of the two thinkers, as those teachings have come to us. Kant's "Träme eines Geistersehers" embodies a very unfavourable opinion about Swedenborg. It is a curious circumstance, that this judgement is not based on decisive arguments. On the contrary, Swedenborg's fundamental doctrines about (...) the existence of a spiritual world and the communication between the living and the dead, are accepted by Kant as plausible. Du Prel and others have concluded, that Kant was a Swedenborgian in his heart, and that his negative attitude was due to the fear of losing his scientific reputation. A careful consideration of the two philosophical systems does not tend to bear out this opinion; nevertheless, such a comparative study is very instructive. In the mental development of the two thinkers there are remarkable analogies. Both were occupied with the great problems of God and the human soul; and both were disappointed by the leading philosophical and theological doctrines of their days. To Swedenborg those doctrines seemed to lead straightforwardly to naturalism and atheism. Kant was struck by the diversity of the opinions expressed and by the succession of heterogeneous doctrines without lasting results. But the reactions of the two men in these circumstances were different. In his cosmological and anatomical works Swedenborg aims at acquiring a comprehensive view of the Universe, in which view God and the soul should obtain their proper places. When he had reached the age of about 55 years, a crisis set in, which he described as "the opening of his spiritual senses". From that time he could see the spiritual world and speak with its inhabitants; he could study the workings of God and of the soul with the help of living experience. Kant raised the question, whether there are departments of knowledge in which certainty is attainable, and what is the ground of this certainty. His answer is, that the fundamental propositions of mathematical physics are absolutely certain. The ground lies in the fact, that these propositions are not derived from experience, but that they are "synthetic judgments a priori". They express the workings of the "categories" and "forms of intuition". by means of which the mind constructs, out of a chaos of sense-impressions, the ordered universe of science. Of objects to which these propositions do not apply, e.g. God and the soul, no certain knowledge is possible. This precludes the knowledge of "another world", fundamentally different from our ordinary world. So there seems to be an irreconcilable opposition between the teachings of Kant and of Swedenborg, But further considerations tend to lessen this contrast. Notwithstanding his own teaching, Kant accepted a life after death and he even speculated on it. If we follow this example, we come to remarkable conclusions. It is reasonable to suppose, that the spirits, who have been men, use the same categories as we do. Then out of the impressions which reach them, they will construct a world built on the same pattern as our earthly world. So life before and after death will not be very different. And this is precisely Swedenborg's teaching. This may be confirmed by the experiences of our dream-life. In dreams, our mind out of different impressions builds a world closely resembling our ordinary world. The spiritual world, as described by Swedenborg, presents many analogies with the world of our dreams. La traduction de l'epistrophe grecque en conversio latine a pu laisser entendre une continuite entre le retour des philosophies grecques neoplatoniciennes et l'evenement religieux proprement chretien de la conversion. Le paradigme en serait le passage de Plotin a Augustin. This work consists of three essays: "Descartes et la philosophie moderne," by Ervin Rozsnyai; "A propos de la morale 'définitive' de Descartes," by Dezcö Kalocsai; and "Esquisse de l'histoire du cartésianisme en Hongrie," by Zádor Tordai. The second essay, which is also the longest of the three, seems to promise by its title the discovery of the "perfect moral science" which Descartes says culminates his philosophy. But "définitive" is put in quotes just because, according to the author, Descartes never systematized (...) his morality: it must be pieced together from the Passions of the Soul and from correspondence. This view is in part a consequence of Kalocsai's inattention to the implications of Descartes' identification of virtue with passion. In general, while all these essays are eager to point out the progressive and "unchristian," i.e., "this-worldly" direction of Descartes' philosophy, it is not recognized that his conception of the "mastery of nature" put Descartes beyond biblical morality, to say nothing of bourgeoise morality.—H. Vlachos' study reaches toward the center of Kant's political philosophy, and therewith presses pertinent difficulties in liberal or enlightenment politics. The central polemic arises from the attempt to unite an unchanging, universal morality with the ideal of the progress of mankind as the goal of all moral action. The good man strives after an ideal which is in principle unrealizable; he is estranged from the community and becomes a perpetual reformer. The many who are not capable of such moral striving (...) must be ruled either by the persuasion and habituation of positive law and the beliefs that support it, or by the force and terror of a tyrant. Kant's attempt to make his moral law politically responsible is appropriately called by the author la dialectique du progrès. Le début de l'Isagogè de Porphyre énonce une série de trois questions à propos des genres et des espèces, que l'on tient pour l'origine de la médiévale « Querelle des universaux ». Mais la question s'est posée aux interprètes de savoir si, dans ce texte, Porphyre se référait à certaines thèses historiquement déterminées ou bien s'il construisait ces alternatives de façon théorique, dans une lingua franca non connotée d'un point de vue doctrinal. Cet article, en se concentrant sur la première (...) alternative du questionnaire, tente de montrer que le texte porphyrien prend davantage sens si l'on s'avise que l'époque post-hellénistique (IIe s. av. J.-C. – début du IIIe s. ap. J.-C.) donne déjà à voir une polémique scolaire sur le statut des universaux. Ce n'est ainsi pas seulement le vocabulaire employé par Porphyre qui est doctrinalement connoté, mais l'alternative elle-même, qui fait très probablement référence à un débat entre les thèses platoniciennes, stoïciennes et péripatéticiennes. At the beginning of his Isagoge, Porphyry establishes a famous set of questions concerning genera and species, which is the origin of the medieval “Quarrel of universals”. But this text gave rise to difficulty for interpreters: does Porphyry, when elaborating this set of questions, refer to historical positions or does he offer these alternatives in a lingua franca, which would be neutral from a doctrinal point of view? This article focusing on the first of the three alternatives raised by Porphyry (...) aims to show that replacing Porphyry's text in its historical and philosophical background can shed light on the meaning of this alternative. During the Post-Hellenistic period (100 B.C.–200 A.D.), the different schools discussed the ontological status of universals. Therefore, not only does Porphyry use the terminology shaped by former philosophers, but he also alludes to the debate between Stoics, Middle Platonists and Peripatetics. Alexander of Aphrodisias constitutes a precious help to reconstruct this dispute, which this article tries to depict. (shrink)

Les décisions politiques sur les risques environnementaux complexes font fréquemment intervenir des éléments scientifiques contestés. Il n’y a généralement pas de « faits » qui conduisent à une politique correcte unique. Les éléments de preuve qui sont intégrés dans les avis scientifiques destinés à une décision politique nécessitent une évaluation de leur qualité. En 2003, l’Agence néerlandaise d’évaluation environnementale a adopté une méthode standardisée, désignée sous le nom de « guide », dans le cadre de laquelle les principaux aspects de (...) la production et de l’utilisation des connaissances sont présentés grâce à une liste de contrôle visant à l’évaluation et à la communication des incertitudes. Dans cet article, nous présentons des résultats de l’application de ce guide à la controverse sur les risques des particules en suspension. La délibération active sur l’incertitude dans un contexte d’expertise entraîne un processus d’apprentissage commun entre les experts et les décideurs politiques, ce qui conduit à une meilleure prise de conscience du phénomène d’incertitude et de ses implications politiques.Policy decisions on complex environmental risks often involve disputed science. Typically, there are no “ facts” to support a single unequivocally correct policy. The evidence provided in scientific studies for policy-making decisions requires high-quality assessment. In 2003, the Netherlands Environmental Assessment Agency adopted a standardized method, referred to as “guidelines”, whereby key quality aspects of knowledge production and use are presented in the form of a checklist for uncertainty assessments and communication. In this article, we present the outcomes of applying the guidelines in controversies on the risks of ambient particulate matter. In the policy–advisory context, active deliberation on uncertainty produces a common learning process for advisors and policy makers, which leads to a deeper understanding and increased awareness of the phenomenon of uncertainty and its policy implications. Methoden. Im obigen Artikel ist die „Phylogenie des Stammbaumes” untersucht worden. Beginnend mitHaeckel werden 26 Typen phylogenetischer Symbole kritisch besprochen, d.h. nicht die Resultate, sondern nur die Methoden, z.B. bezüglich Systematik und Phylogenie, lebender und ausgestorbener Organismen, geologischer Perioden, Stufen und homologer Variationen, geographischer Verbreitung, Diversität, etwaiger Bedeutung der Einzelheiten, Mono-, Bi- und Polyrheithrie , usw. Der Faktor Zeit wird dabei für phylogenetische Systeme als der wesentlichste betrachtet. Der Autor hat daher in seinen- neuen Darstellungen die Begriffe „Zeit-Stufen” oder „Zeit-Globen-Oberflächen” (...) eingeführt; diese stehen senkrecht zum „Zeit-Radius”. Auf diesem Grunde wird ein neues Kriterium zur Unterscheidung systematischer und phylogenetischer Vorstellungen denjenigen anderer Autoren hinzugefügt. Erläuterungen. Nach einer Übersicht über die besprochenen Schemen im 1. Teil werden die Verhältnisse zwischen systematischen und phylogenetischen Darstellungen sowie die Verbindung ihrer Symbole untersucht. Es wird gezeigt, dass viele Einzelheiten solcher Konstruktionen oft, wissentlich oder unwissentlich, keine bestimmte Bedeutung haben. Der Verfasser hat versucht zu zeigen, dass es erwünscht wäre, möglichst mit allen Einzelheiten einer symbolischen Darstellung irgendeine Bedeutung zu verbinden: Linien und Entfernungen in der Ebene, Winkel in räumlichen Schemen. Die letztgenannten werden besonders für solche Arten von phylogenetischen Systemen empfohlen, bei denen der Faktor Zeit stets eine der Dimensionen bildet. Dieser Grundsatz wird mit der Evolution systematischer Einzelheiten in Verbindung gebracht, und Merkmals-Phyletik, homologe Variationen, Stufen, Polyrheithrie, Analogie und Homologie, Konvergenz und Verwandtschaft, etc. werden kurz im Lichte der Vererbungslehre besprochen. Dans l'article inséré ci-dessus il s'agit de ce qu'on pourrait appeler „la phylogénie de l'arbre généalogique”. En commençant parHaeckel , l'auteur discute 26 types divers de symboles phylogénétiques, c.à.d. seulement les méthodes , par exemple en ce qui concerne la taxonomie et la phylogénie, les organismes récents et éteints, les périodes géologiques, les niveaux et les variations homologues, la distribution géographique, la diversité, la signification éventuelle des détails, la mono-, bi- et polyrheithrie , etc. Le Temps est considéré comme l'élément le plus essentiel dans tout système phylogénétique. Par conséquence, l'auteur a introduit dans ses nouvelles représentations les idées de „Niveaux” ou de „Surfaces des Sphères du Temps” qui sont imaginés perpendiculaires au Radius-Temps. Dans l'ordre de ces idées un nouveau critère est ajouté à ceux donnés par d'autres auteurs pour la distinction des systèmes taxonomiques et des représentations phylogénétiques. Justifications. Après une récapitulation des systèmes, énumérés dans la première partie, les relations des constructions taxonomiques et phylogénétiques, ainsi que les connections de leurs symboles sont discutées. Souvent plusieurs détails sont, sciemment ou insciemment, dépourvus de toutes signification. L'auteur a essayé de démontrer qu'il serait désirable d'attribuer autant que possible de significations définies au détails d'une représentation symbolique de la nature décrite: aux lignes et aux distances dans le plan, aux angles dans l'espace. Les constructions tridimensionales sont particulièrement recommandées pour plusieurs systèmes phylogénétiques; dans de tels systèmes le Temps devrait toujours remplir la fonction d'une des dimensions. Ce principe est mis en rapport avec l'évolution des unités taxonomiques; phylogénie des charactères, variations homologues, niveaux, polyrheithrie, analogie et homologie, convergence et relations héréditaires, tous ces sujets sont brièvement discutés dans leurs rapports avec la Génétique. Selon l'opinion de l'auteur, c'est aux idées ultra-dynamiques d'Hayata que la taxonomie et la phylogénie doivent la pénétration féconde du dynamisme dans leurs systèmes trop souvent statiques. Addiction Ontology (AddictO) offers a path to a solution of the kind that has addressed similar problems in other areas of science: a set of clearly and uniquely defined entities to which terms such as ‘addiction’, addictive disorder’ and ‘substance dependence ’can be applied for ease of reference while recognizing that it is the construct definitions and their unique IDs that are central, not the terms.

L'étude de l'élaboration historique du dogme du péché originel est propre à dissiper l'illusion qu'il descendrait le cours du temps : il le remonte en réalité. On l'observe en particulier dans la genèse de ce concept chez Augustin, en réponse à la doctrine manichéenne du mal: la rédemption du Christ reflue vers les origines de l'humanité pour dévoiler notre responsabilité de la faute sous le pardon divin qui la recouvre. Ce dogme fournit une clef de lecture de l'histoire, il montre (...) la présence active de l'amour et du pardon aux origines du temps, pour dénoncer et réprimer la violence des hommes ; il conteste l'inertie du temps par la profusion du pardon, il exprime un sens de l'existence, il enseigne une intelligence de la temporalité.Le cas du péché originel illustre le fonctionnement du dogme en général dans la culture, bien au-delà de la sphère de l'Église, son rôle à la fois révélateur, contestant et régulateur. Encore faut-il savoir interpréter les dogmes, à la façon des mythes fondateurs, c'est-à-dire en tant qu'ils relèvent d'une logique symbolique, d'un langage narratif. La contemporanéité du Concile de Trente et du style baroque illustre également l'inscription du dogme dans la culture: le foisonnement des ornementations périphériques ne doit pas détourner le regard du centre de l'architecture, qui est la figure du Christ.The study of the historical development of the dogma of original sin is enough to dissipate the illusion that it descended tbrough time : as a matter of fact it reascended. This dogma gives a key for reading bistory. It shows the active presence of love and forgiveness from the beginning of time, which denounces and represses the violence of men. It contests the inertia of time by the profusion of forgiveness, it expresses a sense to existence, and it teaches an understanding of temporality.The case of original sin illustrates the functioning in culture of dogma in general, well beyond the spbere of the Cburch, and its role both as revealer, contestant, and regulator. But it is still necessary to know how to interpret dogmas, in the fashion of foundation myths, that is to, say in so far as they are based on a symbolic logic of a narrative language. Tbe contemporaneousness of the Concil of Trent and the baroque style equally show the inscription of dogma in culture: the multiplication of peripberal ornaments ougbt not to turn our look away from the center of the architecture, which is the figure of Christ.
